As far as policy is concerned, I recommend going into a state of resignation or act as though the policy does not exist. Any unconstitutional act, policy or law is null and void. According to the Constitution there are numerous authorities that should not exist under the organic Constitution. However all that changed in 1860-1861 and the United States (in theory) ceased to be a republic. But this is not a law lesson, but something that need closer examination in regards to what we should be following.
